ConsiderIgnoreFragment
A ConsiderIgnoreFragment is a CombinedFragment whose interactionOperator must have the value Consider or Ignore, and to which a list of pertinent Messages is assigned. Depending on the interactionOperator, only the specified messages are considered (Consider interactionOperator) within the fragment, or all messages except for the ones specified (Ignore interactionOperator).
